Diffusion rate is inversely proportional to square root of mass of the gas.
So, mass of Oxygen gas is 32, and Hydrogen gas is 2.
R(Oxygen) / R(Hydrogen) = sqrt(2/32)= sqrt(1/16)
So, Rate(O2) / Rate(H2) = 1/4
So, mass of Oxygen gas is 32, and Hydrogen gas is 2.

So, Rate(O2) / Rate(H2) = 1/4
