ICCPR commits the states signed up to it to protect and respect the civil and political rights of the individual
ICCPR rights are fundamental to enabling people to enjoy a broad range of human rights, including those related to:

Freedom from torture
Freedom from slavery and forced labour
Arrest, detention and imprisonment
Movement into, within and out of the state

ICCPR declared human rights which include International Covenant on Civil and Political Rights and International Covenant on Economic, Social and Cultural Rights.  

It also includes right to freedom, right to education,  right to self-determination, right to live freely, right to access food and luxuries of life. There should be freedom of religion. These rights prohibit arbitrarily arrest and make sure the security of a person. It also prohibits torture to any person.
