Well technically it's not really shrinking or expanding but it's changing proportionally to the Heavens. If Earth is concave then it's definitely shrinking (in comparison to the Celestial Dome) as we would be as well but we would be shrinking faster then the Earth. It would definitely explain why people were growing so big in ancient times compared to today. The size of the Universe I believe to be actually static which is about 7 light days across in totality.
