The significance of breaks in a car is to stop the car's motion.  More formally put, the car has a certain amount of energy put into its movement, but when applying the brakes you take that energy away and the break pad basically absorbs it.  It is like when you try to stop a moving rope with your hands, rope burn is the result of your hands not being able to handle that vast amount of energy exerted.
