Cell membranes are considered organelles because they are important not only for the maintenance of the cell structure but alsoto its function and survival! The components of the membrane allow for exchange of particles between the cell interior and its exterior! That exchange can be more or less selective(depending on the type of cell), in can beactive, passive and it can be used to generate a difference in electric charges on each side of the membrane.
