Agust 13, 1990. It was an office memorandum having the number O.M. No. 36012/31/90- Est (SCT). The Order announced a major policy decision, saying that 27% of the vacancies in civil posts and services under

the Government of India are to be reserved for Socially and Educationally Backward classes (SEBC).

SEBC is the name for those people who belong to castes that are considered backward by the government. Till then, only the SC and ST got the benefit of job reservation. So, the Memorandum was significant because it introduced a new third category called SEBC. Only those who belong to backward classes were eligible for the quota.
