Well, since true democracy can only exist in small groups, due to the fact that democracies rely upon popular vote to make decision, my guess is that, unless they are like the ancient Spartans (think 300), they will fare poorly since they would be too small to defend themselves.

Now, countries that use the Democratic Process to elect their representatives to fill positions in a representative government seem to do poorly (think France), or do well (think Great Britain).

So, to answer your question: The greatest weakness is the swaying of public opinion against a war, and the subsequent pressure on elected officials to weaken the military response (think Vietnam). As in most things, a greatest weakness is also a greatest strength. When a people are united against a common enemy, they are veritably unstoppable (think WWII). Everything else follows which way public opinion is swayed.
