It is a political/social/economic system of society that specifically and intentionally creates different rules for "acceptable behavior" and liberty for different types of people - usually based on racial distinctions.

Apartheid was a political and socialsystem in South Africa while it was under white minority rule. ... The wordapartheid means "apartness" in Afrikaans. Racial segregation had been used for centuries but when the new policy started in 1948 it was strict and more systematic.
