Refractive index: the ratio of the velocity of light in a vacuum to its velocity in a specified medium.

μ = c / v
= c / (x/t) ……[∵ Speed = Distance / Time]
= ct/x

t = μx / c
= (3 × 4 × 10^-3 m) / (3 × 10^8 m/s)
= 4.0 × 10^-11 second
= 0.04 nanosecond
