Figurative language is language that appeals to the senses and is not to be taken literally. Think about what might be meant by "And we have danced to devils' tunes." This does appeal to the sense of hearing but, what exactly are the devils' tunes and what is dancing to them? That's something you have to think about. Also consider the line "Shivering home to pray;" What does shivering imply to you? Cold? Fear?

The real question for that part though, is are they actually doing this or is it just something that your'e supposed to imagine. this kind of thing is called a metaphor. It's like saying, "I work magic in the kitchen." You don't LITERALLY perform magic tricks in the kitchen, it's just something to give people a sense of how good you are at it. This is not to be mistaken for a simile which uses words including, "like" and "as" i.e. "Busy as a bee," "It was like magic."

There is also symbolism such as the concept of the devil being a symbol of evil and prayer being a symbol of good.

As far as what the tone is: ask how it makes you feel to read this. Does the poem feel happy, sad, scary, angry, etc.? Think about what words he uses to give out this kind of feeling
