Electric charge is carried by subatomic particles. ... If there are more electrons than protons in a piece of matter, it will have a negative charge, if there are fewer it will have a positive charge, and if there are equal numbers it will be neutral.

1 gm-mole H2O = 16 + 2  = 18 gm

250 g / 18 g/mole = 13.9 moles

13.9 mole * 6.02 * 10E23 molecules / mole = 8.36 * 10E24 molecules

1 molecule H2O = 2 + 8 protons = 10 protons

13.9 moles H2O = 8.36 * 10E24 molecules * 10 protons = 8.36 * 10E25 protons

q / proton = 1.6 * 10E-19 Coulomb

Q (total charge) = 8.36 * 10E25 * protons * 1.6 C / proton  * 10E-19

Q = 1.34 * 10E7 Coulombs
