Strictly speaking , in a rational sense Carbon does not have Valence Electrons because it does not strictly do Covalent Bonding. Carbon Bonding is really Ionic Bonding which is closely related to Metallic Bonding.
But simply we read that Valency of carbon is 4 .

Here is Your Answer....!!!!

⭐Actually welcome to the concept of the Valency ..
⭐Valency is Basically the combining capacity of any atom ....
⭐Thus it is also the electron that are in the outermost shell involving the bonding ...
⭐So in the carbon as a Non - metal ...
⭐IT HAS VALENCY AS 4 ..
⭐CARBON IS BASICALLY A TERTA VALENT ATOM ...
⭐THUS IT COMBINES BY SHARING OF ELECTRONS FORMING COVALENT BONDS ....
