Oxygen has two lone pairs of electron and cabon has an empty p orbital.Originally Answered: Ifcarbon has a 4 valency and oxygenhas a 2 valency, how is carbon dioxide formed? That's why they call it CO2, One Carbon atom and two Oxygenatoms= eight the Octet rule.
