heliums electronic configuration is 2 ..
Argons electronic configuration if 2,8,8
Neons electronic configuration is 2,8
These complete the outermost shell

noble gases dont have  any valency because their outermost shells have no valence electrons which it can lose or no free space to gain any electron .......... eg; helium , argon , neon , krypton .... they are present in the 18th group
