What is the value of x and y in this reaction?

xCl2 + 6OH- arrow ClO3- + yCl- +3H2o . pls explain...

In the above reaction, the number of each element and the charge on both side of the equation should be equal. 
Here,
xCl2 + 6OH- → ClO3- + yCl- +3H2o
Number of each element is balanced but the charge on both side is not same 
L.H.S = -6
R.H.S = -2
In order to balanced the above equation, we have to put y= 4.
Hence the total charge on R.H.S = -6.
The new equation formed is 
xCl2 + 6OH- → ClO3- + 4Cl- +3H2O
Now, the number of Cl is different on both sides. Therefore to balance it, X= 3
The balanced equation thus obtained is as follow:
3Cl2 + 6OH- → ClO3- + 4Cl- +3H2O
