What is the voltage requirement for glow discharge of a hollow cathode?

Hey mate!
The key thing this needs to do is operate at 1 millitorr Argon gas. To keep it simple, I'm just putting a glass tube on the side with a hollow cathode inside. I don't know what to make the voltage difference between the hollow cathode and the chamber though.

If the hollow cathode was just a flat plate, I could use the Paschen criteria - but the pachen criteria at very low pressure basically states that I would need a very high voltage to get breakdown at 1 millitorr and a few centimetres.
