Because MLA's vote value is counted not for the State assembly Election..

Its only counted for the Presidential Election.

Every MPs and MLAs vote for selecting the President of India...

for eg:152 is the vote value of an MLA of Kerala..

Likewise the vote value is estimated by the population of the state and the Number of Legislative Constituents....
