FCI means Food cooperation of India
Just in informative way I want to answer this so here's my take.
FCI set up under food corporation act 1964 to implement national policy for support operations, procurement, storage, preservation, inter state movement and distribution.
Role of FCI:
 > Effective price support operations for safeguarding farmers interest.
> Distributes food grains throughout the country through PDS.
> Maintaining operational. And buffer stock of food grains ensuring national food security.
It does its role through implementing following functions
1. Procurement
2. Storage
3. Preservation
4. Transportation
5. Distribution
Suggested reforms:
» The coverage of TPDS and food security should be restricted to BPL families. The APL  families with purchasing power must be ensured with stable prize interest the market.
» Rations cards must not be used for identification cards for various purpose because some people will enroll to get a mere identification Id.
» Issuing food stamps and food credit cards and their by controlling corruption.
» Decentralization of operations.
» Promoting private trade in food grains.
» popularizing Grain Bank Scheme
» Private sector to maintain buffer stock that bring in efficiency by utilizing technology.
» Sugar supplies through pda draws well to do families to the system so alternate avenue of marketing it needs to be explored.
