Stars twinkle because of turbulence in the atmosphere of the Earth. As the atmosphere churns, the light from the star is refracted in different directions. This causes the star's image to change slightly in brightness and position, hence "twinkle."

Earth is surrounded by atmosphere. Density of the air varies as move vertically and the air does stay static it moves continuous, these both density variation and movement of the air causes the refractive index of the air to change over certain space time to time.

Stars being so far from our planet act as point sources of light. When the light starts entering our atmosphere it goes undergoes refraction as the refractive index as the density varies vertically. Due to the continuous changes in the refractive index of every space the star appear to be twinkling.

Some also believe this is also caused due to gravitational lensing of the light due to heavy matter that exist in way of the light in space.
