It is a indicator which is made up of mixture of colourful dyes ..It has a fixed color for a fixed ph value...by using universal indicator we can easily find out the ph of given solutions..for example a solution of ph14 will be shown violet in colour whereas a soln of ph0-1will be dark red in colour..

manasiriya2003: No Litmus Paper is a acid base indicator it is not universal indicator . I mean there is a difference between universal indicator and normal acid base indicator.
manasiriya2003: Universal indicator will show fixed colour for a fixed PH value for example dark violet colour for pH 14 and pH 4 for orange color where as the normal acid base indicator like Litmus Paper will show only two colours that is blue or red and it also don't tell us the exact pH of a given solutions.
