Valency refers to the ability of an atom or a group of chemically bonded atoms to form chemical bonds with other atoms or groups of atoms. The valency of an element is determined by the number of outer shell (valence) electrons. The valency of polyatomic ions (such as SO42- ) is the charge on the ion.

Valency is the number of electrons gained, lost or shared by an atom.
To find valency, write the electronic configuration of the element whose valency is to be found...
E.g.
Oxygen has atomic no. 8 and its electronic configuration is 2,6.
We know that the last shell should have 8 electrons. In the above example, oxygen requires to more electrons to complete its valency share , i.e the outermost shell.
Since oxygen required electrons it will have a valency of 2.
