Wilt :(of a plant, leaf, or flower) become limp through heat, loss of water, or disease; droop. The answer to the second part is that.... during noon time the amount of sunlight increases drastically causing an increase in the rate of transpiration..... at this moment the rate of transpiration exceeds the rate of absorption of water..... this causes a lack of water in the plat so the plant cells lose their water in form of water vapour through transpiration thus the cells lose their turgidity and turn flaccid which makes the leaves wilt even when the plant is well watered.

There are multiple reasons why a plant wilt but first of all let’s has a look on the definition of wilting. It is a process of falling and yellowing of leaved due to the un-availability of water molecules in the leaves.

During noon, the sun is at peak which means the process of transpiration occurs at a faster rate and plant looses water at a faster rate which makes it de-hydrated and cause wilting.

Occasionally, excessive amount of water in the soil tarps the oxygen from the soil and suffocate the plant which prevents the absorption of water from the soil hence causes wilting of leaves.
