2) universities where set up at the presidency towns of Bombay Calcutta and Madras.

If you talk about wood despatch 1854 then.
The director of East India Company sent the education despatch in 1854. Issued by Charles Wood President of BCC (Board of Control of Company) in 1854. by this despatch his main aim to uncivilized India should be civilized only through the east Indian company .
