In 1854, Charles Wood (President of the Board of Control) prepared a plan for the development of education in India. He formed a Wood's Despatch Committee.

It rejected downward filtration theory regarding education and accepted the responsibility of mass education.

The committee encouraged orientalist education and private efforts for development of education in British India.

A department of Public Institutions under the charge of Director was established in each Presidency to review progress of education and submit annual report to the government.

On the pattern of London University, three universities should be set up in India :
1. Calcutta University
2. Bombay University
3. Madras University
All three above established in 1856.
