When the lift moves down with a constant velocity, then the acceleration is zero (a=0) just like in case (ii). Now weight=mass.acceleration (mg) where acceleration will be (g-a = g-0). Hence mg would be the weight of the lift. And yeah N=W relation does remain same.(actually it has to remain same according to newtons second law of motion).
