Then National Rural Employment Guarantee Act 2005 (NREGA) was renamed as the "Mahatma Gandhi National Rural Employment Guarantee Act" (MGNREGA). It is a law aimed at providing security and people the right to work. It was initiated with the objective of providing a minimum of 100 days of guaranteed employment with pay in a financial year to adult members of a house, who are willing to work as unskilled labourers.

Funds are transferred from the Central Government to the State Government, after the latter submits a proposal for the release of funds. The State Governments further release funds to the State Employment Guarantee Fund (SEGF). From here, the funds are distributed to different districts after assessing the demand from the State Fund. Records with information related to wage payment for workers, payment / cost of materials, cost of training activities, expenses related to administration, communication, education etc. are all recorded.

The Central Government has created a fund, called the Nationwide Career Assurance Fund. From this fund, resources flow to the different zones of the country. The resources thus allocated in each zone under the REGS or rural employment guarantee scheme flow to the local Gram Panchayat levels, under which the MNREGA functions at the grassroots level to fulfil the dual objective of guaranteed income to the rural poor and non-urban development.
To monitor that its objectives have been fulfilled, the Central Government has laid down a procedure under which the Panchayats have to periodically file reports of the utilisation of the fund that it is provided.
