Actually In the country of Belgium Dutch speaking and French speaking people are not equal in composition. So the question arised that who will form the govt. That's why the decision was taken of equal representation. This problem was more acute in capital city Brussels.

Through the French speaking community was a minority but relatively well-off and powerful. this was resented by the majority Dutch speaking community got the benefit of economic development and education much later. this created tension between this to community in the 1950 years and 1960 years.
