what made he conclude that the news was there was a hoax

I think this question is from 2nd chapter of 11th English
Rafferty felt that the news was a hoax as he saw Alsop place. There was no crowd of curious farmers standing around,no ambulance. If there had been a crash there would have been a crowd of people.
