what makes an election democratic?

i) Anyone can participate in it to compete.
ii) It provides a choice to voters to choose their representatives.
iii) After every 5 years (In India) it is conducted providing chance to people to change the one in power if needed.
iv) One vote has one value.
v) During elections and from the time list is announced the govt. can't announce any declaration.
