The following things make india a federal country- 

 three levels of goverments; there are three tiers of goverment , that is union goverment , state goverment and local goverment.

division of powers; the constituion divides power between union and state goverment by three lists - union list , state list and concurrent list.

amendments of the constituion ; the parliammeny has to pass amendment in both the houses with atleast two third majority 

independent court and interpretaion of the constitution; in case of any dispute about the division of powers, the high courts and supreme courts decide the case.
