1) ans:- India a federal country because of the following reasons:
i) There are levels of governments—Central Government, State Government and Local Government.
ii) Each level of government administers over the same region, but they have their own jurisdiction in matters of administration, taxation and legislation.
iii) The Government at each level derives its power from the Constitution of the country. Thus, the Central Government cannot easily dilute the powers of the State or Local Governments.
iv) The basic principles of the Constitution and the rights given to the people cannot be changed by only one tier of the Government. It requires the consent of governments at both levels.
2) ans:- The ‘Language policy’ was the second test for Indian federation. No language was given the status of national language by our Constitution. Hindi was identified as the official language. But only about 40 per cent of Indians has Hindi as their mother tongue. Therefore, 21 other languages besides Hindi, are recognised as Scheduled Languages by the Constitution. A candidate in an examination conducted for the Central Government positions may opt to take the examination in any of these languages.
3) ans:- The duties of the Union or Central Government include subjects of national importance such as defence of the country, foreign affairs, banking, communications and currency.
The duties of the State Governments include subjects of the State and local importance such as police, trade, commerce, agriculture and irrigation.
