what makes India a federal country???

a federation is a govt with decentralisation of d govt... ie we have state and central (federal) govt.s
so, with over 25 states each with its own govt and a Union govt at Delhi, India is a federation.
however, Indian Federalism is more inclined towards the Union ie the central govt has more powers
