Development has a qualitative and quantitative aspect to it .

It sometimes can be conflicting as what may be the development for one can be destructive for other.

Everyone is not same and their desires are not same some are rich and some are poor so so what may be development for rich can be destructive for Poor's .

for example building of a dam it is is for development of a country but it is destructive for the people around it as they have to move two other places.
