Ashoka was a humanitarian approach towards governance & policy making.It spread kindness,generosity,ahimsa & piety.It encouraged him to adopt certain welfare measure like the construction of rest houses,hospitals & dispensaries,planting trees like banyan & mangroves,dug wells,medicinal plants unavailable were imported & planted.He also condemned animal sacrifices & such rituals etc.

Ashoka the third king of mauryan empire adopted several measures for the welfare of his subjects or people

1) war drum was silenced after kalinga war

2) he build many stupas for the buddhist monks

3) he build many rest houses , wells water tanks, etc

4) he adopted dhamma and said his people too to adopt dhamma

5) he formed a commitee of people called dharmasutras who looked after the welfare of people and spread the message of dhamma
