as one number is given and other is missing
therefore let the other no be x
then

 \frac{ - 3}{5}  + x =  \frac{2}{3}  \\  \\ x =  \frac{2}{3}  +  \frac{3}{5}  \\  \\ x =  \frac{5(2) + 3(3)}{15}  \\  \\ x =  \frac{10 + 9}{15}  \\  \\ x =  \frac{19}{15}

hey friend

hope it will be helpful

thank you

x+(-3/5)=2/3
x=2/5-(-3/5)
x=2×5+3×3/15
x=10+9/15
x=19/15
