Thequestion is adequately answered already by more than two or three experts ; I don't think I can enlighten more.
Cabine need not take prior approval of parliament for any decision; that is as it should be for proper functioning of governance. However the decision should be based on some act of Parliament earlier passed. If not when it comes before the parliament afterwards it must be passed failing which the government will have to resign.
Th acts already implemented on the basis of an ordinance also need parliament approval later
