Obviously Steam
Well many people feel that the steamoff a boiling pot of water is "hotter" than that steam whistling out of the pressure cooker. The pressure cookersteam is actually hotter, but it has a much lower heat transfer rate than the condensing steam. So the condensing steam seems hotter.

More severe burns would be produced by steam than boiling water because it would contain the latent heat of vaporization that the boiling water won't be containing.
So this extra heat will cause more severe burns.
