most sever burn will be with steam because it has converted into vapour form
also steam has latent heat added to it
steam is the correct ans as the latent heat of vapourisation releases more heat of about 336000j when it cools
it is because it has mare latent heat

more severe burn are caused by steam because the the boiling water is getting the heat but the steam have already contains evaporated water and heat.
