There was shortage of grain in Russia. According to Stalin, big farmers had hoarded grains in order to get a higher price. Stalin introduced stringent measures to collectivize small land holdings and eliminate the big peasants known as kulaks. He also asserted that the development of small farms is not possible so it was necessary to eliminate kulaks and to develop large state owned farms. This initiated the need for collectivization.
However, the results of collectivization were not devastation. The production did not increase immediately. The bad harvests led to famines which claimed many lives.
