What property of water gives it a strong surface tension?

The weak charges on water molecules will cause them to be attracted to one another, making them cohesive. Surface tension is a product of this cohesion. Water molecules on the top layer are even more strongly attracted to each other because they aren't surrounded by as many molecules.
