What property says that x stands for the same number anywhere it appears in an expression?

If a variable is present in an algebraic expression, then it takes same value even if it appears more than one place in the expression. 

For example, the value of x of all the terms in the expression 4x^3 + 5x^2 - 6x + 4 is same.
