The King decided that Gulliver should be slowly starved to death as a part of punishment. Although the King was against capital punishment, but he felt that starvation could cause weakness, and that weakness and lack of food would eventually lead to his death( his smaller size is easier to dispose off too) .
To escape from punishment he walks across the channel to Blefluscu. His predetermined visit doesn't lead to a surprise, neither does he tell them about his punishment by the King, and he escapes.
Hope it helps!
