1.The King decided that Gulliver should be slowly starved to death as a punishment. The King was against capital punishment, but he felt that starvation would cause weakness, and that weakness and lack of food would eventually cause his death .
2.He simply walks across the channel to Blefuscu. He was supposed to have been going there to visit anyway, so his arrival isn't a surprise.......... although he doesn't tell Blefuscu's Emperor that the Lilliputians have charged him with treason and were planning to blind him, bind him, and starve him as punishment
