Answer: Mahmud Gawan is often believed to be the greatest ruler that the Bahmani kingdom had ever seen. He brought about several reforms, chief of which are mentioned below. Under Mahmud Gawan, the existing provinces were divided and created eight tariffs. He reduced the powers of these governors of the tariffs. He exercised the control over officials to make sure they took interest in agriculture development and also made sure that he would not charge more than the revenue. He also took care of primary education for the children.
