Religion and government were closely linked in Mesopotamia. The cities were regarded as the property of the gods and human were expected to do what the gods asked of them as directed by the priest-kings. As rulers became more powerful, controlling larger areas of land and more diverse groups of tribes, they increasingly conjured up divine images and referred to themselves as having been selected by the gods to rule. This was true in Mesopotamia, China, Egypt and Japan.
