An ideal media would report every incident of human rights violations, regardless of who would benefit from exposing the violation. The problem is that no such entity can exist within our social order. Reporting inherently becomes selective enforcement, and selective justice is itself an injustice.
So could a media be responsible? Yes they could, but what they report would inherently be tied to their own specific material interests.

Is their some caveat, that would allow them to report the incident responsibly? Yes, I believe you could do what is effectively selective enforcement if your transparent about who you are representing. That is NOT possible if you pretend you’re unbiased, or not being influenced.
RT can report human rights violations, because we all know they do so from the perspective of the Kremlin. We don’t need to catch them doing this, because they state it explicitly. People can then decide if they’d like to hear that side of the story.
We know who takes orders from whom, we know in which direction the chain of command is, and we know who to hold accountable for egregious work. We don’t cry about how RT is unfair, because we understand they are merely a vassal, they never pretended to be universal arbiters.
