In 1828, there was a rule implemented by Governor General Amherst .
It's that Indians should remove their shoes in front of him as a respect paid o him but it wasn't followed much but by the 19th century, Lord Dalhousie made the people to follow it strictly and they were asked to remove their shoes before entering any government centers.
And this rule was not meant for the European people.
