well~ First we must know what actually the term "LINE" & "CIRCLE" means :-

Line

The Line is simply a segment which has two ends  (not more than that).

In Hindi we call it "रेखा" . It is basically straight or we can term it as a narrow mark .

 Circle

It's a closed curved pattern in geometry . Meant of points curved out of a plane sheet in equivalent distance . In Hindi we call it as "वृत्त"

Relation

A line can have 3 kind of relationship with a circle .As Mentioned below :-

  1. A line may intersect two non-identical  points of a circle on it's circumference. and termed as "SECANT" .
  2. A line may touch only point of a circle and it s termed as "TANGENT"
  3. A line may neither intersects nor touches a circle . Such lines are neither "SECANT" nor "TANGENT" .
