The Principal clause in a sentence must be independent clause and it is totally up to which word is stressed by us while reading.
if we say "what she said" here we are stressing the fact that "she said" so this is the Principal clause here.


Whose, who, which, whose etc are called relative pronouns so in this sentence the relative clause is "what".
