let the required number be x
3 \times  \frac{ - 5}{2}  + x =  \frac{2}{7}  \\ x =  \frac{2}{7}  +  \frac{15}{2} \\ x =  \frac{4 + 105}{14}  \\ x =  \frac{109}{14}  \\ x =7  \frac{11}{14}
